Missing actions for some common events #16

CATI currently doesn't deal well with the following common events:-

  1. Interviewer misdial
  2. Respondent wants interviewer to call a different number
  3. The interviewer thinks it is a real person but actually it is an answerphone

Add the ability to deal with these events to call again as they all effectively need another chance to dial
