Add inactivity timeouts that log users out of locked panels after 5 minutes of inactivity and out of designer after 20 minutes of inactivity

This feature has landed and been further enhanced to allow timeout to be suspended when listening to calls plus as a bonus pressing f5 leaves you on the menu you were originally on. CATI now has an inactivity timeout of 6 minutes when paused and if the interviewer got left logged in for some reason overnight the system logs them off at the point of their last inactivity. In addition shutting the browser or tab will log users or interviewers out of the system.
