Add help panel to interviews #42

This allows analysts to specify a help panel for individual schedules that can contain both static information and show the contents of the individual calls fields e.g. {repair}.

The panel can be used to avoid duplication of information in the interview online footer - So that the footer can be used to hold actual instructions to interviewers.
