Alter way teams work when getting next call #59

The meaning of assigning a teams to a survey has changed. Now teams take priority over interviewers being assigned to a survey.

What this means is that if a survey has 20 people assigned to it but it is getting close to the end then changing it's team to cleanup would mean that the 20 would not see the survey - Only the cleanup team.

Fix issue where people were getting calls because they were in the team for the survey even though they were not trained
