Config Utility finish action is confusing

Steps to reproduce:

1. Open and complete the step up until the "Court Unavailability" (last) page.
2. Click on the "Submit" button without entering anything in either field.

   Actual result:

A message box opens: "You have completed the setup". Once closed, the message box goes away and the "Court Unavailability" page remains open on the screen.

Expected result:

Once the user clicks on the "Submit" button, the message box should come up alerting the user of the successful completion and the program should either quit or allow the user to edit the fields which were entered.

Note:

• The "Court Unavailability" fields should be optional. It is unclear to the user whether or not this is the case.
