No courts available for a particular date is configurable? #19

Currently, the configuration utility assigns a number of unavailable courts per date in the following format:

NO_courts: {human-readable date}, {number of courts}

Is this the correct behavior?

This is the correct behavior, and should be configurable, but it is not currently implemented by CourtScheduleInfo and the solver setup.
