Changing the language changer dialog in Sangi Town #765

In PP we had some special dialog for this character, I just changed it to match PSNs methods.

This might have to be changed on the Kanji side during patching to reflect English Pokemon names as well.

I don't think the special dialogue is a bad idea. Up to whoever wants to make the pull I guess
