Stream freezing over 30mbps bitrate in 4k (Samsung 2023) #27

With 4K 60fps and 31mbps Bitrate or more selected on client, the stream will freeze. It will freeze on the startup screen of steam big picture but sound and input still work. I can go over to my PC to see the screen and start up a game and it will unfreeze the stream for a few seconds, then freeze again on startup screen of the game. It works just fine with low bitrate but the quality isn't great. Both devices are connected via ethernet.

I'm using the NVIDIA NVENC encoder with these settings: Performance Preset = P7 Two-pass mode = Full resolution Use realtime priority in HAGS = Enabled Prefer CAVLC over CABAC = Disabled

I used these settings to try to get the best quality at a low bit rate, I also tried the opposite settings (max performance) and it just looks worse without being able to push higher bitrate.

What is the tv year and model? EDIT: maybe this is why? https://nvidia.custhelp.com/app/answers/detail/a_id/5410 Not having issues with my low end 2021 EU tv on 4k 60fps even with high bitrates but the 31mbps + Bitrate thing ringed a bell

It's a 2023 Samsung Q70C. Model number is QN65Q70CAFXZA.

I don't see this exact one listed in the article for the 30+ mbps problem, but the Q60C is on there which is just one step below this TV.
