Clarifications Clarification on feedback or /questions from Antigua.

There are unresolved actions in the report from the last mission, but this is not considered to have impact on the functionalities of the system

Features

Re-worked spreadsheet template, added fields for Ships Stores, added README tab
Created Clearance Certificate template
Ability to generate a Clearance Certificate for cleared port calls.
Set master of vessels in both client (Port call registration - Crew step) or in the spreadsheet template.

GUI modifications and enhancements
User search re-work
More robust spreadsheet uploads. Supports extended ASCII
Changes to various text fields in the client.

Fixes

Fixed error where modals would sometimes appear beneath the site instead of as a popup.
Fixed various spreadsheet mapping issues.
