• this data is refreshed periodically. create a script to get it.
  • UTF-8 encoding is mandatory;
  • the script must check if it there is a file created by a previous run, and then just update it.
  • past data doesn't seem to be available, so we must build it. there is already a variable to store when sanction begins and ends, but when it ends the record is erased -- we won't do that.

I suggest to change the encoding to latin1. It usually works better with Portuguese
