EMu can skip lot numbers #37

What module(s) and tab(s) does this bug affect? Catalogue: Invert Paleo

Describe the problem When cataloging the first lot from locality 42826, EMu automatically generated the lot number 2 instead of 1, even though 42826 is a new locality with no specimen records associated with it.

Describe the solution you'd like EMu should not be able to do this.

This same issue occurred again on 2019-09-20. While no catalog records had been created for LACMIP 5465, EMu skipped the first lot (5465.1) and began the LotNo. sequence at 5465.2 (IRN 2379994).
