Installer missing #67

Seen when inspecting https://github.com/LADSoft/OrangeC/issues/1020 - the installer files are currently only in OrangeC repo.

Things to do:

[ ] copy https://github.com/LADSoft/OrangeC/blob/ccc69663a9ce6860b6439e85aacf8ac0a5abea72/src/occ.iss here
[ ] adjust as needed, possibly copy more from the same revision
[ ] create a release that has a working OCIDE installer
