`-D__MSVCRT__` on Cygwin #1050

Cygwin is still Windows. So I don't know if -D__MSVCRT__ should be there on Cygwin or not.

Likely not as the point of cygwin is not to use MSVCRT (directly) but its Posix wrapper. Related: #1049
