Add Isna Persian Dataset #3631

The level of importance of this data is less than Wikipedia. So, I think this pull request should be merged first.

I have uploaded the data to huggingface according to Open-assistant's standard. So, it shouldn't need any processing.

Thanks for merging. I assume that these datasets would be automatically used by other developers to train all new models. Is that right? Do I need to do anything else in order to add these datasets to your workflow?
