Add Persian Translated Open-assistant Dataset #3634

I am now translating the open-assistant dataset into Persian. A sample dataset is uploaded here. I only choose four most repeated languages.

The dataset would be ready in a couple of days (maybe a week or two).

I opened this pull request to give your early review on this. And if there is any structural problem about my translation, I can fix it sooner.

I am happy to have this in the repository, but can you please first add to the README a few details on how it was generated, how accurate you believe the translations are, etc?
