Error with the input value for End Time #20

E.Gustafson reports, "When a harvest prescription has an end year after the end of the simulation, an error is thrown. When spin-up is 15+ hours, this can be very problematic. Can we make this be a warning situation?"

The log file output gives, 2017-06-12 23:11:44,824 - Loading Biomass Harvest extension ... 2017-06-12 23:11:44,871 - Registering Data: Harvest.PrescriptionName. 2017-06-12 23:11:44,871 - Registering Data: Harvest.TimeOfLastEvent. 2017-06-12 23:11:44,871 - Registering Data: Harvest.CohortsDamaged. 2017-06-12 23:11:45,074 - Error at line 824 of file "../SRSF-Passive-harvest.txt": Error with the input value for End Time: Year 202 is after the scenario' end year (200)

This issue was handled with a fix by VSchuster to Library-Harvest-Mgmt: (LANDIS-II-Foundation/Library-Harvest-Mgmt: Pull Request 9).
