Initial Biomass Minimum Value #1

From Caren Dymond:

"We've discovered that MaxBiomass inputs have a minimum value of 2. Anything lower triggers a spike in actual NPP values applied to those sites. We found this in ForCS but is likely the same in Biomass Succession since they share the same code for biomass dynamics."

Solution: Change minimum max biomass value to 2.
