Project list shows duplicates of public project if also shared #51

Describe the bug A When a user shares a project that is already public, they see that project twice in the project list

To Reproduce Steps to reproduce the behavior:

  1. edge-covid19.edgebioinformatics.org
  2. Make a project public
  3. Share that project with another user
  4. That project will appear twice in the project list

Expected behavior A Projects should only appear once if they've been shared and made public
