include unit testing for Eurostat #31

Add a quality assurance module for Eurostat which do basic unit testing on validating RDF/XML and query a sample of RDF/XML files to assure that we are producing valid RDF/XML

Note that this is not limited to RDX/XML but all formats MUST validate (Turtle, etc.) - preferably done locally. Orthogonally and in addition, a semantic validation via SPARQL queries would be awesome, but worth a separate issue.
