Hard-wired response plane location needs to be configurable

That has the 10cm location usually used for wire detectors but at least strips are near 20cm.

Along with this, the configuration is a bit misleading. We will change:

• Remove the three "*_to_rp" options
  • Also their "uboone_*_to_rp" aliases (note MB froze out their LS version so will not see this change)
  • Throw error if they are used so jobs with old config fail quickly
• Require configuration to provide an IFieldResponse component
  • use its fr.origin and fr.speed to replace the *_to_rp options
  • use to replace the hard-coded response=10cm
• Keep the three *_time_offset used as they are now.
