Data from some tables could probably be cached more aggressively:

[ ] ballots
[ ] bored_hashers
[ ] bored_positions
[ ] bored_years
[ ] elections
[ ] events_hashers
[ ] google_places
[ ] hashers
[ ] paper_ballots
[ ] patches
[ ] special_events
