Automated support for newest Python versions

This is issue is to streamline the process of automating support for upcoming Python versions.

ToDo

• [x] Automate the process of updating Python libraries for Windows 64 bits
• [x] Automate the process of updating Python libraries for Linux

The automation was tested on Windows using JModelica version 2.4.

The automation was also tested with OpenModelica v 1.19. The code is now on the master branch.
