Add driver monitoring and notifications #43

  1. change dark sky service to weather driver service
  2. create systemd service file for ingester (./ingester --config ingester-final.yml)
  3. in the service files, change config_template.yaml to config.yaml
  4. for flexstat and parker, you need to activate conda environment first -> source activate python36
  5. in each of the service file, add a requirement for the ingester service also
  6. add monit config for wave and wavemq
