battery emulator restarting state #67

When the battery driver crashes, the current implementation restarts the battery emulator from the default initial state of charge. It would be better to restart the battery from the last emulated state of charge before the crash.

Currently this is a config param: When restarting the battery driver, just update the config file with the latest SOC, rate and PV radiation
