handle B19S new flat demand rate #3

The first "max demand" has been considered as a 2-TOU demand charge signal, while the second one can be handled as normal max demand:

tariff_b19s_demand

As the tariffs (json files) are now stored separately from the "electricitycostcalculator" module, please refer to https://github.com/LBNL-ETA/electricitycostcalculator/tree/master/example/tariff_revised for an updated version of the B19S rate.
