Upgrades Vehicle Types to include emission related distribution #3839

In the probability distribution column in vehicle types, assign an age and a body type from EMFAC or MOVES within each vehicle type. For example, under heavy duty diesel trucks vehicle type, we will subdivide that to various body types and ages.
