setup.py Stub Functions #18

These Stub Functions would describe the direct manipulation/interactions with the component. For example: setPWM(), getStatus(), etc. Cannot start until #21 is in Review or Done status!!!

For each component include the following:

Commit reference
Removed (Not Required) - How to use each function - Test description - Description of Design Decisions

Code setup.py Stub Functions for each component:

[ ] Buzzer #28
[ ] Motor #29
[ ] LED Sequins #30
[x] Touch Sensor #31

After today's meeting, @mrm815 and I agreed that the 2nd, 3rd, and 4th bullet points were not required for the completion of this issue. The bullet points will be noted as removed in this issue in Italics for future reference. Child issues will have the tasks removed completely with reference to this issue.
