it's a shell script that sets up a docker LBRY-daemon stack and re-seeds content. What to seed is configurable.

lbry-seedit has been around for a long time since 2020, however, it hasn't gotten many updates since early 2021.

Instead of using lbry-seedit you can use lbrytools + zeedit, or lbrytools + lbrydseed.
