Docker image automation and cleanup GitHub Actions #117

  1. Now GitHub actions won't run when files in .github folder are changed.
  2. Added GitHub Action that automatically builds Docker Image for the test and main branch of the project
  3. Added Dockerfile
  4. Added draft of docker-compose.yml
