Added option to specify minimum number of observations, minimum interval between observations for new track creation and a variance limit for track deletion

Can one of the STRANDS admins verify this patch? Post a comment containing "ok to test" to enable Jenkins builds for this pull request.

Sorry, I had to revert this in #17 It broke subsequent builds with the signature change.
