Reverts LCAS/bayestracking#16

It broke subsequent builds like: https://github.com/strands-project/strands_perception_people/pull/194

Needs checking first

I had to do this at least for now as otherwise all our subsequence systems would have broke, and we don't want that now 2 days before the review ;-) Please @scosar ping me again to put it back in place when it's less criticial.
