Unified cmake #1

Created one CMakeLists.txt which works for both, ROS, and naoqi. The ros_planner isn't working yet as the source code for it doesn't compile, but the top-level CMakeLists.txt does the job for both build systems. Could probably still be more streamlined, but a good start, I hope. Pinging @mtlazaro and @Jailander, as well, who may want to test.
