This PR includes topological navigation for Naoqi

Oh dear, I somehow assumed @mtlazaro had already merged this. So, is it not used in the current plans? I think it's one of the first things to test in Nagoya then. As this is just adding Python files and not changing anything else it's safe to merge, which I will do now.
