Toponav hangs if movebase isn't launched and advertising dynamic params #120

This may happen with all params, it went into an error when the row_traveral/use_row_detector didn't exist. This one is fine, but for move_base it isn't ideal as we might want to stop launching it since it takes a lot of CPU resources
