These are the frontend changes for https://github.com/LCOGT/hermes/pull/74. Specifically, the comments field and file upload section is added to the Targets form, and all the file upload stuff is tweaked to work with the new field locations. The spectroscopy fields that must submit TNS specific values are updated to use the TNS options when submit_to_tns is selected. The message viewing page is updated to show download links to files with urls in the targets section.
