Add view for remote/manual observers #131

Observers at a remotely or locally operated telescope need a view which can recommend targets for their telescope, taking into account the facility's constraints on visibility, limiting magnitude and possibly also scientific goals.

I've added a view with a new form where observers can select and site and a date and have MOP return a list of targets, taking into account target visibility.

This seems to work well in dev, but the issue for a long target list is that visibility calculations can take quite a long time, so for a long target list (or if the user tries to search the entire database) the browser is likely to timeout while loading the page.
