Test new TOM branch for SOAR obs requests #161

The TOM Team have implemented a fixed for the incomplete observation form for SOAR requests on this branch: https://github.com/TOMToolkit/tom_base/tree/862-add-ocs-readout-mode

Before this PR is integrated, they would like feedback from an experienced SOAR user to make sure that the form now provides all fields needed.

Please can you update your test TOM to use this branch and attempt some test SOAR observations to verify? Thanks.

I updated and used my test TOM. TOM did read the SOAR configuration correctly from OCS.
