Sometimes site includes camera number in alcdef file #509

Under MPCCODE in the ALCDEF files, sometimes the camera number is added to the MPC code. This causes failures when trying to read the site code. This value should be taken from Frame.sitecode

Just to confirm, no sitecode in frames includes the camera number.

see /apophis/eng/rocks/Reduction/501647/501647_sbg_20201213_1108198_ALCDEF.txt as an example of an improper MPCCODE. Several ALCDEF files have the issue, and several do not. I do not see any obvious correlation at the moment.
