i18n support #458

Sinopia team requested i18n support for authority data. This requires:

[ ] authorities to include language tags on literals (very few do)
[ ] improvements to QA handling of language tagged literals

This issue is aspirational. Very few existing authorities have good support for language based requests and responses. If this changes in the future, this issue can be reopened.
