Standardize Node Version in all Projects

We currently have different recommendations on what version of node.js is required for different projects in the SInopia stack. For example, in the Sinopia Editor README, it is recommend that for development to use a >= 14 while in in the .circleci/config.yml we are using a the circlci node.js image circleci/node:12.6-browsers.
