Automatically add users to public group #321

When a new user is created in Cognito, the user should be added to the Public group.

This should implemented as a lambda that is triggered by Cognito. See https://docs.aws.amazon.com/cognito/latest/developerguide/cognito-user-identity-pools-working-with-aws-lambda-triggers.html?icmpid=docs_cognito_console

Opting to not have a public group.
