while working on LD4P/sinopia#224 and LD4P/sinopia_acl#83, @rsmith11 and i also discussed adding a cloudwatch alert to notify us when the sinopia_acl task does not run successfully.
note that this may require us to alter this codebase to provide a more informative unix exit code (even with the failure to update described in #83, i got an exit code of 0).
