Remove duplicative or out of date choices from authorities list #3468

The authorities list now has several duplicated items from id.loc.gov. In the case of Cultural Institutions, the one I display here does not work: also, the list of items at the bottom with no source, seem to be duplicates of the ones starting LOC. Is it safe to get rid of these as well?

I'm going to to get rid of CHO immediately because it doesn't work.

Removing the duplicates is easy. However, a few caveats:

If you remove an authority, you break any existing templates that use those authorities.
The QA version can be used in a lookup (user performs a search), whereas the non-QA version can be used in a select list (user selects from a dropdown).

The wrong Cultural Heritage Organizations list item was removed. We need to a: Remove "Cultural Heritage Organizations (LOC)" b: Reinstate the Cultural Heritage Organizations item that was removed.

@NancyL, this should now be fixed. I just published version 3.16.2 to stage and prod with the latest code.
