Reason for change

Weather lookup did not correctly look up the nearest lat/lon to the weather coordinates.

What was changed

Weather now looks up the nearest weather coordinates
Weather envelope check is based on weather at 8am of a given day

Intended Purpose

Fix the lookup for each site in the infrastructure to look up the nearest weather coordinates

Testing Completed

Manual step-through of the weather values, and simulating with weather enabled.
