Reason for change

Mitigation output statistics were missing.

What was changed

Added mitigation output summary stats Updated existing unit tests to account for changes in structure/format

Testing Completed

Added relevant unit tests for calculating the mitigation All unit tests pass. results.txt

Manually ran simulations and checked numbers using emission values.
