Cost visualizations were missing

Add in cost visualizations

Intended Purpose

Add in missing cost-related features for v4

Testing Completed

All unit tests pass. results.txt

Ran simple test case simulation

New Visualizations

Cost to Mitigation Ratios Stacked Cost Comparison

New Cost outputs

New Cost Summary.csv has data that is used to create the above visualizations.
