This changes the ecal digi pipeline to make it a lot more realistic. I move the HGC ROC related digitization procedure to another class in ldmx-sw/Tools so that it is available for the HCal folks.
Running ldmx run_test [Ecal] you can see that this digitization procedure is able to digitize and then reconstruct the simulated energy deposits within 5% accuracy.
