Add config file for 8 GeV Ecal PN #20

Added a config file I created to generate Ecal PN samples in the format of v3.2 production scripts. A few validation plots can be found here (requires Indico account). Format for running script is ldmx fire ldmxjob_ecalPN.py <run number> <outfile name>
