Use HcalGeometry condition for layer parity #64

See https://github.com/LDMX-Software/ldmx-sw/issues/1063 for details. Add the HcalGeometry condition to HcalSD to be able to get the horizontal parity for different layers since this no longer is the same for all geometries.
