This is mostly to set a clean stage for running emulation of test beam data starting from the test beam simulations.
To this end:
predefined QIE reformatting functions for up pad (used in tb sim) and down pad, in addition to tagger
cleaning up some comments
making clearer debugging messages
moving the channel mapping from util to data which I think makes more sense and conforms better to our conventions
adding in a mockup 12-channel map (which assumes zigzag detectorIDs and top-down ordering with one fiber per layer in actual electronics readout -- I have no idea what this will finally look like)
